Method 1: Run Hardware and Device Troubleshooter • Press Windows Key + R, type Control Panel. • Type Troubleshooting in the search bar, click on Troubleshooting. • Click on Hardware and Sound, click on Hardware and Devices. • Follow the steps from the wizard to run the Troubleshooter. If the Method1 dint helps then I suggest you to uninstall and install the network drivers.

On reboot Windows 10 installed a driver from April, 2015, and upon doing the driver update steps you listed, Windows responds with 'the best driver is already installed' (or such). The Realtek site has a Win 10 install package that updates the driver to 10.003 as of 8/24/15, but even installing that driver makes no difference, Windows 10 will not use the adapter to connect to the router even though it worked well under 7 SP1.
